Resource use efficiency in the Republic of Moldova: opportunities and challenges in the context of European initiatives

The transition to a circular and resource-efficient economy has become a pressing necessity globally, including for the Republic of Moldova. In the context of the European Union’s ambitious initiatives, this study examines the opportunities and challenges faced by Moldova in aligning with sustainable development goals. The analysis highlights progress made in recent years, such as increasing the share of renewable energy and reducing greenhouse gas emission intensity. However, significant challenges persist in resource productivity, waste management, and fostering eco-innovation. The article proposes priority measures, including strengthening the legislative framework, creating economic instruments for green investments, and promoting partnerships. The transition to a circular economy represents a strategic opportunity for Moldova to enhance its resilience and competitiveness, requiring political commitment and substantial investments. The theoretical contribution of this research lies in developing an analytical framework adapted to countries in transition, integrating resource efficiency indicators with socio-economic and institutional factors. This framework allows for a nuanced assessment of progress towards a circular economy in the context of Republic of Moldova’s complex development challenges.
