Italy in the Balkan policy of the western allies and in relation to the issue of Eastern Moldova (December 1939 – march 1940) (Part I)

This study analyzes the strategy employed by the Western Allies to push Italy into conflict with the Soviet-German tandem in Southeastern Europe. The strategy was implemented between September 1939 and March 1940. In the first phase up to December 1939, the British and French supported the failed initiative of Grigore Gafencu, Romania's Minister of Foreign Affairs, to create a neutral Balkan bloc with Italy’s participation. In the second phase – the focus of this study – spanning late December 1939 to March 1940, the Western Allies sought to persuade Italy to assume security commitments with respect to Balkans, and in particular, Romania – arrangements aimed at the Soviets and, by extention, at the Soviet-German understanding that targeted Romania and, consequently, at Germany.
