This is the second part of a study that analyzes the strategy adopted by the Western Allies to induce Italy to enter into a conflict with the Soviet-German tandem in the region of South-Eastern Europe. The strategy was implemented between September 1939 and March 1940. In the first phase, which lasted until December 1939, the British and French supported Grigore Gafencu’s initiative – ultimately unsuccessful – to create a neutral Balkan bloc with Italy’s participation. In the second stage, which is the subject of the present part of the study and took place from late December 1939 until March 1940, the Western Allies sought to determine Italy to assume security commitments toward the Balkans and, in particular, towards Romania; Such arrangements would have been directed against the Soviet Union and, implicitly, against the Soviet-German agreement which indirectly targeted Romania and, consequently, Germany.
