Geopolitical considerations that determined England’s differentiated perspectives on the cessions in Dobruja, Moldova, and Transylvania (Part I)

The article shows how London used the issue of Romanian borders in 1939–1940 to limit German expansion in Southeastern Europe. Although it publicly defended the status quo, the Foreign Office viewed limited cessions in Transylvania and Dobrogea as a means of attracting Hungary and Bulgaria toward the Allies. Reports of the British Legation in Bucharest reveal discreet pressures exerted on Grigore Gafencu and King Carol II, as well as the hesitations of the Romanian authorities, caught between the refusal of territorial losses and the search for security guarantees. The pro-Bulgarian tendency, supported by Churchill, aimed at the restitution of the the Quadrilateral in order to bring Sofia closer to the Balkan Entente; however, internal opposition and the issue of Hungarian claims blocked the initiative. At the same time, London informally admitted that treaties could be revised if this served its interests. After the invasion of Poland, the entry of the Soviet Union into the equation complicated the situation, forcing both Bucharest and Budapest to temper escalation. The correspondence of the British minister in Bucharest – Reginald Hoare, of the one in Budapest – Owen O’Malley, as well as of the one in Sofia – George Rendel, reveals two British tactical lines: concessions to Hungary, in order to reduce its dependence on Berlin, and a symbolic compensation for Bulgaria, in order to curb its rapprochement with the Axis. However, British diplomats understood that excessive pressure could push Romania toward Germany, and London did not find a real solution. The conclusion is that Romania remained caught between London, Berlin, and Moscow, without solid security guarantees, on the eve of the 1940 crisis.
