Digitalization as a tool for the development of sustainable public procurement in the Republic of Moldova

The article analyzes the influence of the digitalization process on the evolution of a sustainable public procurement system in the Republic of Moldova, highlighting the opportunities associated with the implementation of digital technologies. The main objective is to formulate solutions for the digitalization of sustainable public procurement in the Republic of Moldova. The research methodology is based on combining the theoretical framework on sustainable public procurement with the conceptual analysis of digitalization, capitalizing on national and international scientific contributions, as well as on the comparative analysis of European and national practices, strategies and policies in the field of electronic public procurement. The results of the study highlight the role of digitalization in increasing transparency, efficiency and proper management of public funds, as well as its potential to support the transition to a circular economy. The results demonstrate that, although the Republic of Moldova is making significant progress in the digitalization of public procurement, challenges persist, especially related to the low level of exhaustiveness of data on platforms and the absence of sustainability monitoring indicators. The EU-RM comparative analysis demonstrates notable differences in the pace and depth of digital transformation, as well as in the integration of sustainability criteria throughout the procurement lifecycle. The research conclusions highlight the need for public finance reform and the introduction of mandatory, measurable sustainability indicators in the national electronic public procurement system. Recommendations include alignment with European best practices, optimization of e-procurement platforms, and improved data integration to better link public spending with national sustainability goal.
